Why is the mental health act called an act?

Could this mean it's not fact,

The phrase taking the piss, I believe means urine samples that can be hit and miss,

Getting called off your trolley as I believe is the medication trolley,

That stops you being jolly,

Being called a little prick is getting an injection that stops you getting an erection.
