Always a contentious topic in which age is defined by law and not by individual circumstance. I dealt with similar cases in my
police career and formed the opinion that more damage was
likely (or potentially inflicted long term) by the fuss made by
well-meaning adults with their own situations in mind. NB: A child was "under 14" in my time - becoming a "young person" above that age.
